If your ad account is brand new, Facebook may cap you around $350/week for the first few weeks while trust is established.
Target at least five states where you're licensed. Narrower geographic targeting restricts Meta's ability to find the right audiences, which drives up lead costs. The more states you're licensed in, the better your campaign can perform.
